Paul Effah is the Executive Secretary of the National Council for Tertiary Education (NCTE) in Ghana. He has held various positions in the office of the Registrar of the University of Ghana, Legon, including secretaryship of the Committee of Vice Chancellors. He was the first Registrar of the University for Development Studies, Tamale, Ghana. He has written on leadership and conflict resolution and management in higher education. He consults for a number of African countries on higher education administration and management. He holds a BA (Ed).Hons from the University of Cape Coast and a MPA from the University of Ghana.
